CIVIL AVIATION SAFETY REGULATIONS 1998 - REG 139.025
When aerodromes are required to have an aerodrome certificate
(1) The operator of an aerodrome must hold an
aerodrome certificate for the aerodrome if:
(a) there is a terminal instrument flight procedure for the
aerodrome; and
(b) the procedure is not only for use in a
specialised helicopter operation.
(2) A person commits an offence of strict liability if the
person contravenes subregulation (1).
Penalty: 50 penalty units.
