Commonwealth Consolidated Regulations Commonwealth Consolidated Regulations(1) If an aircraft's flight manual requires a pre - flight inspection of the aircraft to be carried out before the aircraft is operated for a flight, the pilot in command of the aircraft must ensure that a pre - flight inspection of the aircraft is carried out before the aircraft is operated for the flight.
