(a) for goods that are accompanied personal or household effects of a passenger, or a member of a crew, of a ship or aircraft--oral communication to the passenger or crew member;
(b) for goods that are included in a consignment consigned by
the Post Office of a foreign country to the Post Office of Australia--the
release of the goods by a Collector for delivery to the addressee.
