   (a)  that fall to a subheading of Chapter 24 or 27 of Schedule 3 to the
        Customs Tariff Act 1995 as amended by this Act that is referred to in
        an item of this Schedule; and

   (b)  that are entered for home consumption on or after 7 August 1997.
