10. After section 22 of the Principal Act the following section is inserted:
Delegation by the Treasurer

"22A. The Treasurer may, by signed instrument, delegate to the Governor or
Deputy Governor of the Reserve Bank all or any of the following powers:

   (a)  the powers conferred on the Treasurer under section 10, other than the
        power conferred under subsection 10(1);

   (b)  the power conferred on the Treasurer under paragraph 8(2)(l).".
