FREEDOM OF INFORMATION ACT 1982 No. 3 of 1982 - SECT 81

81. The Document Review Tribunal shall, for the purpose of the exercise of its
powers in relation to a question referred to it, be constituted either by one
member or by 3 members, whichever the President thinks appropriate having
regard to the degree of public importance or complexity of that question.
