9. After section 34 of the Principal Act the following section is inserted:
Estimates - child care cash rebate functions

"34AAA.(1) The Commission must prepare estimates, in such form as the Minister
directs, of receipts and expenditure of the Commission related to the
performance of its child care cash rebate functions for each financial year
and, if the Minister so directs, for any other period specified by the
Minister.



"(2) The Commission must submit the estimates to the Minister not later than
the date the Minister directs.



"(3) The Commission's money must not be spent in the performance of its child
care cash rebate functions except in accordance with the estimates of
expenditure approved by the Minister.".
