INDUSTRY RESEARCH AND DEVELOPMENT ACT 1986 No. 89 of 1986 - SECT 31

31. (1) Where a researcher is carrying out, or proposes to carry out, a
project of research and development activities in an area of generic
technology and the researcher makes an application to the Board for a grant
under this Division in respect of the project, the Board, subject to this Act
and to any relevant directions under section 20, may, in its discretion, enter
into an agreement, on behalf of the Commonwealth, with the researcher for and
in relation to the making of a grant of financial assistance under this
Division to the researcher in respect of expenditure in respect of the project
incurred or to be incurred by the researcher.

(2) The Board shall not enter into an agreement under sub-section (1)-

   (a)  after 30 June 1991; or

   (b)  in relation to a project that will commence after that day.
