PASTURE SEED LEVY ACT 1989 No. 146, 1989 - SECT 6

6. Levy is imposed on leviable seed:

   (a)  harvested in Australia on or after the commencement of this Act; and

   (b)  certified under a certification scheme;other than seed (if any)
        belonging to a State.
