ROADS GRANTS ACT 1980 No. 106, 1980 - SECT 18

18. The grant of financial assistance to a State in accordance with section 
17 is subject to the condition that the State will, during the year to which
this Act applies, expend the moneys paid to it in accordance with the grant on
the carrying out of road works with respect to local roads in accordance with
an approved program.
