STATES GRANTS (GENERAL PURPOSES) ACT 1990 No. 101, 1990 - SECT 9

States not bound to apply payments towards capital expenditure

9. Nothing in this Act prevents a State from applying an amount paid to it
under section 8 for the purpose of expenditure that is not of a capital
nature.
