The Executive Director may ask the Secretary to exercise the Secretary's powers under section 192 if the Executive Director is satisfied that a person has information, or has custody or control of a document, that is relevant to the review of a decision.

(2)

The Secretary must comply with a request under subsection (1) as soon as practicable and, in any event, within 7 days after the request is made.
