Commencement 
2.(1) Parts 1 and 2 and Schedule 1 commence or are taken to have commenced on
9 May 1995.

(2) Part 3 and Schedule 2 commence or are taken to have commenced on 1 July
1995.

(3) Part 4 and Schedule 3 commence or are taken to have commenced on 1
November 1995.
