TELECOMMUNICATIONS ACT 1991 No. 98 of 1991 - SECT 12

Basic rules
12. (1) Places are distinct unless they are all in the same area because of
subsection (2), (3) or (4).

(2) Places are in the same area if they are all situated in the same property
as defined by section 13.

(3) Places are in the same area if they are situated in properties each of
which forms part of a combined area as defined by section 14 and:

   (a)  the same person or persons is or are the principal user (as defined by
        section 15) of all the properties that together constitute that
        combined area; or

   (b)  because of a determination in force under section 16, that combined
        area is an eligible combined area for the purposes of this paragraph.

(4) Places are in the same area if they are all situated in the same
prescribed external Territory.

(5) The later provisions of this Division have effect only for the purposes of
this Division.
