TELECOMMUNICATIONS ACT 1991 No. 98 of 1991 - SECT 28
When a carrier is in a position to dominate a market
28. A carrier is taken to be in a position to dominate a market if, and only
if, the carrier is taken, for the purposes of section 50 of the Trade
Practices Act 1974 , to be in a position to dominate that market, or would be
so taken if the market were a market within the meaning of that section.
