TELECOMMUNICATIONS ACT 1991 No. 98 of 1991 - SECT 90

90. (1) Subject to this section, a person must not install or maintain a
reserved line link.

(2) A general carrier may install or maintain a reserved line link.

(3) A person may, together with, or for or on behalf of, a person who is, or
persons at least one of whom is, a general carrier, install or maintain a
reserved line link between a place within Australia and a place outside
Australia.
