TELECOMMUNICATIONS ACT 1997 No. 47 of 1997 - SECT 215

215 Levy not to be distributed until paid 
No amount is payable under section 214 in relation to a financial year unless
and until:

   (a)  the ACA has made an assessment under section 193 for that financial
        year; and

   (b)  each participating carrier in respect of which levy was assessed has
        paid the levy.
