17. For the purposes of subsection 21 (2) of the Code (which deals with
approval of a label), the following particulars must be recorded in the
relevant NRA file in relation to the approval of a label:

   (a)  the date of recording the relevant distinguishing number of the label
        in the file;

   (b)  any conditions of the approval under section 23 of the Code.
