5.1 Add at the end:

"(4) The Chief of the General Staff may authorise an officer to exercise the
powers and carry out the functions of the formation commander of a formation
that is not on active service if:

   (a)  the office of the formation commander is temporarily vacant; or

   (b)  the formation commander is absent, or unable to perform his or her
        duties.

"(5) If, in the circumstances described in subregulation (4), the Chief of
the General Staff has not authorised an officer to exercise the powers and
carry out the functions of the formation commander, then the senior officer
present may exercise those powers and carry out those functions until an
officer is authorised to do so under subregulation (1) or (4).".
