5. Rule 19A (Form of debtor's declaration) 
  5.1   Omit the rule, substitute:
Presentation and form of debtor's declaration

"19A. (1) For the purposes of section 54A of the Act, a debtor's declaration
must be in accordance with Form 7B.

"(2) A debtor's declaration may be presented to the Registrar by facsimile
transmission.".
