2. After regulation 164AAD of the Conciliation and Arbitration Regulations the
following regulation is inserted: Prescribed person or persons for the
purposes of paragraph (c) of the
definition of "employing authority" in sub-section 70A (1) of the Act

"164AADA. For the purposes of paragraph (c) of the definition of 'employing
authority' in sub-section 70A (1) of the Act-

   (a)  the prescribed person is the Special Minister of State; and

   (b)  the prescribed persons are the persons for the time being constituting
        the Public Service Board.".
