141. (1) For the purposes of flying training, the Authority may:

   (a)  designate an area as a flying training area; and

   (b)  authorise low flying or acrobatic flying over a specified part of that
        area.

(2) Where the Authority designates an area as a flying training area under
subregulation (1), the Authority shall publish notice of the designation of
the flying training area, including details of its boundaries and of the part
of the area (if any) over which low flying or acrobatic flying is authorised.
