176. (1) The pilot in command of an aircraft shall not conduct a flight under
the Instrument Flight Rules unless he or she holds an instrument rating of the
required class issued or rendered valid by the Authority.

(2) Notwithstanding anything contained in this regulation, the Authority may
give the pilot in command of an aircraft who does not hold an instrument
rating permission to conduct a flight under Instrument Flight Rules on such
terms as the Authority may designate.
