1992 No. 155 CUSTOMS (PROHIBITED EXPORTS) REGULATIONS (AMENDMENT) - REG 2

2. New regulation 13CC
2.1 After regulation 13CB, insert: Exportation of goods to Yugoslavia (Serbia
and Montenegro)

"13CC. (1) Subject to subregulation (2), the exportation of goods, the
immediate or final destination of which is, or is intended to be, Yugoslavia
is prohibited unless the written permission of the Minister of State for
Foreign Affairs and Trade, or an authorised person, is produced to a Collector
at or before the time of exportation.

"(2) Subregulation (1) does not apply to foodstuffs of a kind notified by
Australia to the committee of the United Nations established under Security
Council resolution 724 (1991).

"(3) When deciding whether to give permission under subregulation (1), the
Minister of State for Foreign Affairs and Trade, or the authorised person,
must take into account Australia's relations with other countries and its
obligations under international law.

"(4) A permission may be expressed to be subject to conditions, including:

   (a)  the quantity of the goods that may be exported; and

   (b)  the circumstances in which the goods may be exported; and

   (c)  the period of effect of the permission.

"(5) In this regulation:
'authorised person' means an officer of the Department of Foreign Affairs and
Trade authorised in writing by the Minister of State for Foreign Affairs and
Trade for the purposes of this regulation;
'Yugoslavia' means the Federal Republic of Yugoslavia (Serbia and
Montenegro).".
