Commonwealth Numbered Regulations Commonwealth Numbered Regulations(1) The master of a vessel at anchor in naval waters must, if required by the superintendent of those waters by notice in writing, at all times have a sufficient number of persons available to perform any services required for the safety of the vessel.
(2) The master of a vessel lying in naval waters must, if required by the superintendent of those waters by notice in writing, have at least one person on watch on deck at all times.
