19. Regulation 75 of the Principal Regulations is repealed and the following
regulation substituted: List of electors who failed to vote

"75. The list of the names and descriptions of the electors enrolled for a
Division, who did not vote at an election or a referendum, that is required to
be prepared by the Divisional Returning Officer for the Division under the
provisions of sub-section 245 (2) of the Act, or sub-section 45 (2) of the
Referendum (Machinery Provisions) Act, shall be in accordance with Form 39.".
