4. For the purposes of paragraph 6 (2) (a) of the Act, the following amounts
are not refundable:

   (a)  an amount paid by or for a student to an agent of a provider as an
        agreed commission or agent's fee;

   (b)  an amount paid by or for a student to a provider as an agreed
        administrative fee, to the extent that the amount is not greater than
        20% of the fee payable for the course.
