Commonwealth Numbered Regulations Commonwealth Numbered Regulations(1) A document in criminal proceedings that is required to be served personally on an individual may be served:
(a) by leaving the document with the individual; or
(b) in accordance with a provision of Division 7.3.
(2) If an individual refuses to accept a document that is required to be served personally on the individual, the document is taken to have been served personally if the person serving the document:
(a) puts it down in the individual's presence; and
(b) tells the individual what the document is.
