Omit "Job Services Australia", substitute "jobactive".

To help job seekers find and keep a job, and to move from welfare to work, by:

(a) providing employment and related services which assist job seekers to find and keep a job with suitable employers; and

(b) providing Work for the Dole activities in not-for-profit and government organisations to help prepare job seekers for the work environment;

as measures:

(c) providing allowances, benefits, endowments and services of the kind described in paragraph 51(xxiiiA) of the Constitution; or

(d) promoting full, productive and freely chosen employment; or

(e) providing a free public employment service; or

(f) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(g) meeting Australia's international obligations in relation to persons with disabilities, in particular obligations under the Convention on the Rights of Persons with Disabilities; or

(h) providing benefits or services to Indigenous persons, families, entities or communities; or

(i) providing benefits or services to aliens or immigrants; or

(j) providing services in a Territory.

Labour Market Support Stream

To provide additional services to retrenched workers and job seekers to help them to find and keep employment, as measures:

(a) providing unemployment benefits; or

(b) promoting full, productive and freely chosen employment; or

(c) providing a free public employment service; or

(d) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(e) providing services in a Territory.

National Wage Subsidy Pool

To provide for a programme of wage subsidies and other incentives to employers who employ unemployed persons (including mature age and young job seekers, long-term unemployed persons, Indigenous job seekers and parents seeking to rejoin the workforce), as measures:

(a) providing unemployment benefits; or

(b) promoting full, productive and freely chosen employment; or

(c) providing a free public employment service; or

(d) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(e) providing services in a Territory.

National Work Experience Programme

To provide for a programme of unpaid work experience in order to provide stronger incentives for employers to offer work experience and employment opportunities to job seekers, as measures:

(a) providing unemployment benefits; or

(b) promoting full, productive and freely chosen employment; or

(c) providing a free public employment service; or

(d) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(e) providing services in a Territory.

New Enterprise Incentive Scheme

To provide unemployed persons with small business training, mentoring and assistance to help create a financially viable business and to become self-employed business owners, as a measure:

(a) providing unemployment benefits; or

(b) promoting full, productive and freely chosen employment; or

(c) providing a free public employment service; or

(d) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(e) providing services in a Territory.

Harvest Labour Services and National Harvest Labour Information Service

To provide unemployed persons and other persons eligible to work in Australia with opportunities to undertake work that supports the requirements of growers in the horticultural industry during peak harvest times, as measures:

(a) providing unemployment benefits; or

(b) promoting full, productive and freely chosen employment; or

(c) providing a free public employment service; or

(d) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(e) providing services in a Territory; or

(f) involving electronic communications.

Corporate Champions

To provide assistance to employers to move towards better practices in relation to employing mature age job seekers, as a measure:

(a) providing unemployment benefits; or

(b) promoting full, productive and freely chosen employment; or

(c) providing a free public employment service; or

(d) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(e) providing services in a Territory.

Engaging Early School Leavers

To encourage early school leavers to actively seek employment if they are not participating in full-time education or to participate in a combination of education, part-time work and other approved activities, as measures:

(a) providing benefits to students; or

(b) providing unemployment benefits; or

(c) promoting full, productive and freely chosen employment; or

(d) providing a free public employment service; or

(e) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(f) providing services in a Territory.

Intensive Support--Transition to Work

To provide assistance to young people who have disengaged from education and are at risk of becoming long-term unemployed by providing intensive early intervention to prepare them for work, as a measure:

(a) providing unemployment benefits; or

(b) promoting full, productive and freely chosen employment; or

(c) providing a free public employment service; or

(d) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(e) providing services in a Territory.

Empowering YOUth Initiatives

To provide innovative localised solutions that support at-risk young people to find a job, as a measure:

(a) providing unemployment benefits; or

(b) promoting full, productive and freely chosen employment; or

(c) providing a free public employment service; or

(d) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(e) providing services in a Territory.

Automotive Industry Structural Adjustment Programme

To provide assistance to workers in the automotive manufacturing industry (including component manufacturers and suppliers) who have been made redundant, as a measure:

(a) providing unemployment benefits; or

(b) promoting full, productive and freely chosen employment; or

(c) providing a free public employment service; or

(d) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(e) providing services in a Territory.

Forestry Industry in Tasmania Structural Adjustment Programme

To provide assistance to workers in the forestry industry in Tasmania who have been made redundant, as a measure:

(a) providing unemployment benefits; or

(b) promoting full, productive and freely chosen employment; or

(c) providing a free public employment service; or

(d) providing technical and vocational guidance and training programmes to enable persons to realise the right to work.

Beacon Foundation Real Futures Generation Programme

To provide assistance to the Beacon Foundation for its Real Futures Generation programme, as a measure:

(a) promoting full, productive and freely chosen employment; or

(b) providing technical and vocational guidance and training programmes to enable persons to realise the right to work; or

(c) providing services in a Territory.
