Grant to Odyssey House NSW

To provide funding to Odyssey House NSW to assist with the development of a new facility by the construction of buildings at Eagle Vale, New South Wales, for the expansion of the Parent's and Children's Program to provide treatment and support services for drug and alcohol use.

This purpose has the effect it would have if it were limited to providing funding for measures:

(a) for the provision of, or incidental to the provision of, pharmaceutical benefits, sickness benefits and medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution); or

(b) to give effect to Australia's obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.
