| Assisting non-government and private sector organisations to conduct and evaluate social impact investments | To provide funding to non-government or private sector organisations to assist those organisations to conduct and evaluate the effect of activities (known as social impact investments) that: (a) meet all of the following requirements: (i) are conducted, or proposed to be conducted, by the organisation; (ii) generate, or are intended to generate, monetary income for the organisation; (iii) contribute to a defined and measurable social outcome; and (b) are directed to one or more of the following outcomes: (i) providing support to Indigenous Australians; (ii) preventing or addressing issues of discrimination and violence against women; (iii) providing unemployed and underemployed people with the skills and training necessary to find paid employment or additional paid employment; (iv) providing unemployed and underemployed people with loans to assist them to set up microenterprises; (v) reducing homelessness; (vi) supporting the education and development of children, including by assisting their parents and legal guardians in the performance of their child-rearing responsibilities; (vii) supporting people with disability to ensure and promote the full realisation of all human rights and fundamental freedoms; (viii) providing support to non-citizens to improve their wellbeing and encourage their independence; (ix) preventing, treating and reducing the impact of substance misuse. This objective also has the effect it would have if it were limited to measures: (a) with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution); or (b) with respect to census and statistics (within the meaning of paragraph 51(xi) of the Constitution); or (c) with respect to banking, other than State banking (within the meaning of paragraph 51(xiii) of the Constitution); or (d) with respect to aliens (within the meaning of paragraph 51(xix) of the Constitution); or (e) providing, or incidental to the provision of, unemployment benefits, pharmaceutical benefits, sickness benefits and medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution); or (f) to support Indigenous Australians and particular groups of Indigenous Australians; or (g) to give effect to Australia's obligations under any of the following: (i) the Convention on the Elimination of All Forms of Discrimination Against Women, particularly Articles 2, 3, 5 and 16; (ii) the Convention on the Rights of the Child, particularly Articles 4, 6, 18, 19, 27, 28 and 29; (iii) the Convention on the Rights of Persons with Disabilities, particularly Articles 4, 8, 16, 19, 26 and 27; (iv) the Convention on Psychotropic Substances, particularly Article 20; (v) the International Convention on the Elimination of All Forms of Racial Discrimination, particularly Articles 2 and 7; (vi) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2, 6, 11, 12 and 13; (vii) the International Labour Organization's Convention concerning Employment Policy, particularly Article 1; (viii) the International Labour Organization's Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1 and 2; (ix) the Single Convention on Narcotic Drugs (as amended), particularly Articles 4 and 38; (x) the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, particularly Article 14; or (h) with respect to matters incidental to the execution of any of the legislative powers of the Parliament or the executive power of the Commonwealth; or (i) in, or in relation to, a Territory; or (j) that are peculiarly adapted to the government of a nation and that cannot otherwise be carried on for the benefit of the nation. |
