New Disability Employment Framework--Employer-Nominated Initiatives

To provide funding for improved employer practices in the employment of persons with disabilities.

This objective also has the effect it would have if it were limited to measures to meet Australia's international obligations under Article 27 of the Convention on the Rights of Persons with Disabilities.

New Disability Employment Framework--Targeted Communications

To provide funding to promote employment of persons with disabilities, including by:

(a) raising the profile of employers that implement strategies to improve employment outcomes for persons with disabilities; and

(b) disseminating information to improve employment outcomes for persons with disabilities.

This objective also has the effect it would have if it were limited to measures to meet Australia's international obligations under Article 27 of the Convention on the Rights of Persons with Disabilities.

Boosting the Local Care Workforce

To facilitate an adequate and appropriate supply of disability and aged care service providers for the purposes of the National Disability Insurance Scheme and the Aged Care Act 1997 by:

(a) funding regional coordinators to provide assistance to existing and potential new disability and aged care service providers; and

(b) funding specialist coordinators to monitor disability and aged care service provision and to identify issues that may affect the adequate supply of such services; and

(c) assisting disability service providers to prepare to provide services under the National Disability Insurance Scheme, by making grants to them and providing them with access to services provided by third parties that are relevant to the preparation of those providers.

These objectives also have the effect they would have if they were limited to:

(a) measures providing, or incidental to the provision of, unemployment, sickness or hospital benefits or medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution); or

(b) giving effect to Australia's obligations under:

(i) the Convention on the Rights of Persons with Disabilities, particularly Articles 4, 19, 20, 25, 26 and 27; or

(ii) the International Covenant on Economic, Social and Cultural Rights, particularly Article 12.
