7.1 Omit the regulation, substitute: These Regulations do not affect other
powers of, or rights of application to, a court

"6. (1) These Regulations are not to be taken as removing or affecting any
power of a court, or the right of any person or body to apply to a court,
under Part VII of the Act or under any other law in force in Australia.

"(2) These Regulations are not to be taken as preventing a court from making
an order at any time under Part VII of the Act or under any other law in force
in Australia for the return of a child to the country in which he or she
habitually resided immediately before his or her removal or retention.".
