2. The amendments effected by regulation 1 apply in relation to the grant of a
licence, the allocation of a prescribed unit of fishing capacity or the
renewal of the allocation of a prescribed unit of fishing capacity, as the
case may be, granted, allocated or renewed, as the case may be, in respect of
the period of one year commencing on 1 October 1987.
