3.1 Omit the regulation, substitute: When levy is due and payable

"4. For the purposes of section 110 of the Management Act, levy for a fishing
permit is due and payable:

   (a)  in the case of a fishing permit granted on or before 23 December
        1994-on or before 23 January 1995; and

   (b)  in the case of a fishing permit granted after 23 December 1994-before
        the end of 28 days after the date of the grant.".
