2. Regulation 48 (Convention countries) 
2.1 Omit the regulation, substitute; Convention countries

"48. For the purposes of this Part, each of the following countries is a
convention country:

   (a)  a country specified in Schedule 4;

   (b)  any other country in respect of which the Convention has entered into
        force for Australia.".
