20.1 Omit the rule, substitute: Notice to particular persons in proceedings
relating to children

"12. If an application is made concerning the maintenance, or care, welfare
and development, of a child, the applicant must give notice of the proceedings
to:

   (a)  a person who:

        (i)    is not a party to the proceedings; and

        (ii)   has a parenting order in relation to the child; and

   (b)  any other person ordered by the court, or a Registrar.".
