If:

(a)

a Registrar does not receive a notice of objection under paragraph 19.30 (1) (a); and

(b)

an amount as security for costs is not paid under paragraph 19.30 (1) (b);

the Registrar may make a costs assessment order for the amount of the preliminary assessment amount.
