3.1 After regulation 2, insert: What is a season?

"2A. For the purposes of these Regulations, and the Southern Bluefin Tuna
Fishery Management Plan 1995, 'season' means:

   (a)  the period commencing at the beginning of 1 November 1994 and ending
        at the end of 15 December 1995; and

   (b)  for subsequent seasons-the period commencing at the beginning of 16
        December in a year and ending at the end of 15 December of the
        following year.".
