9.1 Subregulation 13AC (4): Add at the end:

"; and (k) any charge payable by the applicant in relation to a chargeable
permission (whether or not in force) that is overdue for payment; and

   (l)  if the application relates to an undeveloped project, the cost of
        which will be large-the capacity of the applicant to satisfactorily
        develop the project.".
