59. (1) The Registrar by whom the matter is to be heard shall fix a time and
place for hearing the application and any objection and shall cause the
applicant and any objector to be notified of the time and place so fixed.

(2) At the hearing, the Registrar shall hear the applicant and any objector if
they are present and desire to be heard and, subject to the Act and these
Regulations, shall decide the matter.

(3) The Registrar may permit the applicant and any objector to call oral
evidence.
