7.1 After "refuses or fails to comply with", insert ", or does not meet,".

7.2 Add at the end:



"(2) For the purposes of subregulation (1), a person is taken not to meet the
condition if any requirement of that condition ceases to be met by the person,
whether by reason of any action, or lack of action, on the part of the person
or of any other person, or otherwise.".
