7.1 Clause 425.731: Omit the clause, substitute:

"425.731 Either:

   (a)  the applicant:

        (i)    was at the time of application, the holder, as a primary
               person, of a Class 425 entry permit; and

        (ii)   satisfies the Minister that there is no reason to believe that
               the applicant does not continue to satisfy the criteria for the
               grant, before entry, to a primary person of a Class 425 visa;
               or

   (b)  the applicant satisfies the criteria for the grant, before entry, to a
        primary person of a Class 425 visa.".
