4.1 Paragraph 81(2)(b):
Omit the paragraph, substitute:

"(b) in the case of a certificate issued by a verifying authority referred to
in regulation 80, an officer or employee of such a verifying authority or a
person empowered by such a verifying authority under subparagraph 80(6)(b)(ii)
to sign and issue certificates:

        (i)    by the Commission; or

        (ii)   by the verifying authority; or

        (iii)  by a person authorised in writing by the Commission to cancel a
               certificate of that kind.".
