1981 No. 394 NAVIGATION (MANNING) REGULATIONS - REG 3

3. For the purposes of sub-section 14 (1) of the Act, the following principles
are prescribed:

   (a)  the manning of the ship in accordance with the proposed order should
        comply with the provisions of the Act and of the Regulations and
        orders made under the Act;

   (b)  the manning of the ship in accordance with the proposed order should
        enable the ship to operate safely and efficiently and in a manner that
        is consistent with the protection of the marine environment.
