31. (1) A certificate of appointment given to a person mentioned in subclause
29 (1) of Schedule 7 to the Act must include:

   (a)  any directions given by the Designated Authority under subclause 29
        (2) of Schedule 7 to the Act; and

   (b)  the date of effect of the appointment; and

   (c)  the signature of the Designated Authority.

(2) If a direction is given under subclause 29 (2) of the Act to a person
after the issue of a certificate of appointment to the person, the Designated
Authority must cancel the certificate and issue another certificate of
appointment in its place.
