If:

(a)

an infringement notice has been served on a person; and

(b)

the person has paid the prescribed penalty in accordance with the notice; and

(c)

the notice is later withdrawn;

a quarantine officer must arrange for the refund to the person of an amount that is equal to the amount paid by the person.
