ROAD TRANSPORT REFORM (DANGEROUS GOODS) REGULATIONS 1997 No. 241 - REG 4.19

4.19 A person must not load dangerous goods in bulk for transport by road in
an IBC if the person knows, or reasonably ought to know, that the IBC:

   (a)  is not an approved IBC; or

   (b)  is used other than in accordance with Chapter 4 of the ADG Code and
        the IBC Supplement. Penalty: $1,500
