1  Regulation 4D (heading)

Repeal the heading, substitute:

4D   Importation of unmanufactured tobacco and tobacco refuse

2  Subregulation 4D(1)

Omit "leaf mentioned in subheading 2401.10.00", substitute "or tobacco refuse mentioned in heading 2401".

3  Paragraphs 4D(1)(a) and (b) and (5)(b)

Omit "leaf", substitute "tobacco or refuse".
