4.1 After regulation 2, insert:
Expansion of definition of ``customer equipment''
``2A. For the purposes of the definition of `customer equipment' in section 4
of the Act:

   (a)  cellular mobile telephone handsets; and

   (b)  cordless telephones; are regarded as customer equipment.''.
